A good paint.net-like program for MAC is the free app Pixen. I usually use it for measuring MC circles, but I know that it can easily make texture packs.

It's not 100% complete but still has good tips and rules of thumb that help you in the process.

link , heres what you do. first , go to your minecraft . jar ( on your minecraft "BIN" folder.)
and open it with winrar. then look out for "terrain.png" extract that , its the block's textures. then look on the mob folder. extract the entire thing . those are the mob's textures ( the creepers , cows , pigs etc.).
extract the gui and the item folder. (on the gui folder you find the items and the gui's textures , in the item folder you find minecart signs and boats) . edit the textures as you please with any editing program ( dont forget to always save them as png , thats the only image file minecraft reads). then you create a zip file and on it you put the errain .png and the mob/item/gui folders ( not whats inside the folders , the folders with the stuff you edited inside them). and thats pretty much it. drag the zip file to minecraft texture packs folder , and try it on the game to see how it goes.

4. Open it with an Extracting Program
(I honestly prefer WinRAR)
