Forum rules proof-read, reworded, and reorganized. I feel like we should start off with the basics of posting a texture pack, then tell them what kind of texture packs not to post. I also added a few things that I feel are important to mention (like you can still have the default GUI, mobs, items, etc). Let me know what you think of this version.
Rule #1: Read the sticked topics! they contain a lot of valuable information to help you with posting and answering any questions you may have.
Rule #2:ONLY post texture packs! Do not post questions, complaints, videos, or builds. Post those in the "Texture Discussion" board or other boards/threads specifically for that topic.
Rule #3: YOU must have ownership of the pack in full (excluding default textures), including terrain, mobs, gui, ect. The only exception is if you are given permission by the owner of the content and have proof of permission, such as a quote or post from the owner onto your topic.
Rule #4: You absolutely MUST have pictures and/or screenshots in your texture pack thread. Until you have pictures ready to go, do not post a thing. No one will click the download or even consider your pack until they have seen pictures. People like to know what they're downloading before they download it, especially since it could very well be a virus for all they know. If you want to show off your texture pack with just a few screenshots, use this map to test and gather pictures for your texture pack Bommer5's Texture Pack Showcase.
Rule #5:Download links; keep it simple! Do not use sites that require people to sign up to anything before download. Use sites such as Mediafire, Sourceforge, or Dropbox.
Rule #6:Adf.ly is not to be used as a quick scam to get money with each click equaling about $0.00125. It is not for that. adf.ly is to be used for packs that have alot of followers and people who are looking to support your work but that do not have the money to donate. Offer a Main Link (adf.ly) and a Direct Link to download your pack, allowing people to chose to help you out of not.
Rule #7:No X-Ray packs! Keep them off this board. X-Ray packs are mods, so please post it in the "Minecraft Mods" section or not at all.
Rule #8: No bucket fill, simple, or recolors allowed. Do not waste our time to say that the pack is terrible. Don't even create them. Bucket fill and simple packs require no time or skill to do unless they are something remarkable and have taken you months to make. Keep them off the forums. Likewise, recolors are not texture packs, they are texture edits. We much prefer you post original work and not photoshopped versions of someone else's. These kinds of packs should be kept to yourself and be non-commercial.
Rule #9: Do not post W.I.P (work in progress) packs unless the terrain is at least 60% finished and a download is available. If you're looking to get feedback on your W.I.P pack post it on the "Texture Discussion" section of the forums.
Rule #10: Do not hate; criticize. Don't just say "This pack sucks u have no skill". Instead, let them know what is wrong and how they can improve their work. Positive and Negative criticism is the best way to motivate a person. They will either be satisfied and want to continue or they want to try and prove you wrong.

Also, I recall there previously being a rule on how to format a thread name. Something like "you must have the resolution and compatible version in your thread title: Example: "[16x] [1.2.5] Doopcraft Texture Pack"."
Also, I only just now noticed the announcement thread on the rules for the Mapping and Modding section of the forum. Which seems rather incomplete and convoluted. Personally, I think it would be better if each of the individual boards in the section had their own floated rules thread, but whatever the case, we should still make this more detailed ruleset.
That said, it does mention the Tagging system.
-Must follow tagging format. -Must have images. Videos do not qualify if no other images are posted. -Must have download link. -If you choose to use adfly, you are allowed to use it for the download link only. No other adfly links are allowed. -Any required permissions must be displayed in the original post. -NO asking for texture packs to update
So I guess we can add that to the rules, but we should probably tell people what the tagging system even is.
Also, the last rule on not asking for texture packs to update might need to be added as well. I don't see it as too much of an issue but if it's in the section rules then I guess it has been.
Oh, and one last thing. We have a few floated threads that might be outdated or should be integrated into the ruleset instead of have their own thread, such as a Reminder on Painterly Packs, and A Note on Stolen textures. Maybe they don't need to be rules, but they could be added as footnotes. Also, the remix pack thread should probably be followed up on.or removed if it's been moved to the modding discussion.

Just wondering since you mentioned in the OP that you didn't post simple packs generally. I can assure you, though, my pack is not as simple as most simple packs, especially the detailed HD version.

That's an oddly specific request with an oddly specific answer. It's almost like you were paid to advertise this pack.

It's not as complicated as you think. just download McPatcher then press patch and the hd texturepacks should work normally
The tags are as follow; 16x, 32x, 64x, 128x, 256x, 512x, 1024x (I don't think there will be much higher than 1024, but correct me if someone makes one that doesn't crash everyone's computer)
