So, I'm on Mac OSX and I followed the instructions and put the texture pack files in the texture pack folder. I restarted Minecraft and there still not in the texture pack menu in Minecraft. I don't know what I'm doing wrong please help.

You have to open the folder of the pack you are installing, select all the files in it, and right click and create a zipped file of all those files. Then, put that zipped file in the texture pack folder. That will appear in the texture pack menu in MC.
