Usually, the wisest thing to do is post the thread as soon as you get the content finished. That way, when it shows up on the homepage, people will click it and have full access to your texture pack. When you make a thread to "get it over with", it looks a bit unprofessional.
It's similar to a movie trailer. You wouldn't want to put out a trailer where half the film is a blank screen with no sound, then add a message saying "We'll add in the rest of the scenes later." It just seems a bit absurd, doesn't it?
