I wanna start making a texture pack, but I don't really know how to set up the .zip file. Can I get the default texture pack but in a normal texture pack format somewhere?

You need to grab all of the texture files from the minecraft.jar file. Then you need an image editing program (photoshop is a favorite, but it's expensive. you could try gimp, paint.net, etc.) The image editor needs to support transparency, or you end up with a derpy texture pack. DO NOT USE PAINT. Once you have edited the textures to your liking:
If on a MAC: Put all texture files and folders in one folder. right click the folder and select "Compress". You now have a .zipfile.
If on a PC: Put all texture files and folders in one folder. use WinRAR, 7zip, or another archiving device to make it a .zipfile.
There should be plenty of templates around here, just do a search for "template" and you should find plenty =)
If all else fails, just go into your minecraft.jar and look for terrain.png as a start =D
You could also download someone else's texture pack and work off of that =)

Secondly: Yeah I have started a texture pack before, when I had a default texture template back in 1.7.3. I know how to grab the files and I know how to edit them, and I have photoshop, I am just lazy and would like it if someone could just quickly link me to a default template since I can't seem to find any.

You could also download someone else's texture pack and work off of that =)
