You need McPatcher, or OptiFine to change Water properties you know... I am not aware of any Textures with red Water however.
No, you could simply change the hue of the water to red in the terrain.png and you would be set, also for the water_color.png or whatever it is called you could also change that, but I don't think it matter much =p

Mind giving me kind of a step by step thing to follow? I'm not to familiar with changing things in the jar folder.
1. Go into the .jar, and look for terrain.png
2. Go into Gimp and look for a place where you can change the Hue/Saturation
3. If all else fails, I can do it for you, sorry if my instructions such, I have never used Gimp before =/
