I'm creating a texture pack for my server that's coming out soon and I felt like helping people that wanted to create there own texture pack without using painterly pack
These are the steps (Make sure you have an archiver program)
1. Create a folder ( otherwise your desktop will have a **** load of stuff in it when you do the next step)
2.find your minecraft .jar and click Extract files... and locate the folder you just made.
3.delete all the .class files and anything you don't want to edit
4. Find the files you want to edit and edit them with something like paint.net (something that allows transparency)
5. Highlight all the folders and send them to compressed zip folder then drag an drop them into the texture pack folder in your .Jar
How to make your texture pack more than 16x
Open the terrain.png in an image editing program.
Go to 'resize image'.
Resize the image to 200% (for 32x), 400% (for 64x), 800% (128x), 1600% (256x), or 3200% (512x). Make sure the box that says "Preserve hard edges/nearest neighbor is checked! This will keep the image from becoming blurry. Also, do not attempt to resize beyond 3200%-- Minecraft cannot run textures larger than 512x. Do the same with the GUI file (the one with all the items)
Note: you will need MC patcher for any textures higher than 16X

How to make your texture pack more than 16x
Actually there are reports of people being able to run 768x texture packs smoothly.
Net_Bastard's Epic Low-res! As much awesomeness that you can cram into a 5x5 texture pack, and then some!
Well, I belive 512x surpasses the Java limitations, so you need a super computer to run those packs smoothly.
Actually the reports I heard were people, with the use of Optifine, being able to run them on 3-year old hardware.
Net_Bastard's Epic Low-res! As much awesomeness that you can cram into a 5x5 texture pack, and then some!

Curse PremiumI can run 512x fine at around ~100+ FPS. I have been able to run a 768x texture pack at around 3FPS though =/
