With vanilla MC...no...as correctly mentioned it's hard-coded! Using MCPatcher's Better Skies...no problem!
Change the stars, have shooting stars, nebula, UFOs whizzing through the sky (if you're so inclined) and change the daytime sky to have animated clouds, gorgeous sunsets...your imagination (and possibly your PC's processor) is the only limit!
The 'MCPatcher' mod has been at the top of the Resource Pack thread for the past 3 years. Here's the link:

A great number of popular packs around here have all edited their nighttime and daytime skies using MCPatcher.
For any new sky textures you make to show up, users of your pack would also have to use MCPatcher.
