Extract most of the folders from the minecraft.jar and also the picture file(s) from inside it.
Get a program like paint.net,gimp,photoshop etc.. that supports transparency.
Then..if i may change a little of a GLaDOS's quote: Think with pixels.
Just draw. Though the regular minecraft texture pack is 16x16. So you only got 16x16 pixels to draw inside:)
Also..if you make a simple pack as your first..PLEASE do not release it as there are thousands of them, and none look good. Except the ones who can manage to use simple colors to make something good like Disco's OCD pack. Another good tip is: NEVER use anybody else's textures without permission from the creator of the texture. Or else you will get your texture pack removed from the forum :wink.gif:

1.Open minecraft.jar (Find terrain to edit grass, lava, wool, etc., items to edit tools, armor to edit armor, etc.)
2..Find the stuff you want to edit
3.Open an editting program and edit the stuff
4.Make a WinRAR archive and place editted files in there
5.To release it, I reccomend mediafire
6.Make a topic out of your texture pack and put a link
I might missed a lot of stuff here but making one is easy as pie.
