I'm sure there are tutorials on the forum if you want to get started. A friend of mine is in the process of making his own texture pack and from what I can tell, he's basically just learning as he goes. Basically, just decide what resolution you want to use, then open a new document with these specs in your favorite image editor, and start a texture.
Make one then.
