Okay, I'm probably going to get hated on for this, but here it goes:
I dislike seeing an unending flood of slightly recolored default packs myself, but there are several reason why we neither can or should stop them from appearing.
First, this forum is an open community-- there's no entrance exam to test how good of an artist you are and whether you should be allowed to post. Spring-boarding from that, art is very subjective, which means the pack that may seem simple, boring, rehashed, blase to us may well be someone's favorite pack. Should we attempt to deprive them of it? No.
Second, the truly bad simple packs are not a real threat to the overall quality of the art on this forum. Why? Because everyone knows they're crap, and after a day or so of bumps (and flaming from people telling the poster that it's crap-- you guys need to stop doing this by the way, it only keeps the bad packs on the first page) they will sink like stones and never be seen or heard from again. And as for people bumping their own packs: it's against the rules of the forum to do so, and mods can and will warn them for it.
Thirdly, threads like this-- while they may express the sentiments of a large part of the community-- only serve to alienate other parts of the community, dividing us against ourselves. Though there are many troll packs out there that were thrown together in five minutes, there are also dozens of first timers who have no idea how the forums work or that their 'simplified' pack has been done a million times before. They aren't stupid, they aren't trolls, they simply haven't been around the block as many times as we have, and immediately pouncing on them and declaring how worthless their pack is doesn't win us any brownie points.
You are all, of course, free to ignore me (and I know many of you will) but before this flares up into another firestorm I would advise you all to consider the points I listed above.

^Agreed. I agreed with the other stuff too, but this especially. It's really bothersome to have a crappy thread at the top of the forum for a half hour as if it were stickied. In this case, turning the other cheek really does work.

Reading the posting rules for how to format a thread is different from spending 100+ hours browsing the forum looking at texture packs.
I very clearly remember when I posted my first pack some eight months ago-- not only did I try to link to my hard drive (what a poor lost soul I was, not knowing about image uploading sites)-- I had no idea that someone had already made a 16x Egyptian pack. And I was understandably bewildered and hurt when the first few comments I received went something along the lines of, 'noob' and 'you stole so-and-so's textures' and 'you just scribbled on the blocks'.
I agree with steelfeathers 100% and Mirror about 50%. Simple packs are good, legitimate practice for getting used to how all of the files work and can also help you get an idea of what things you like in a texture pack, most likely adding new things to that list. Not everyone can make a really good pack on their first try *cough*me*cough*.
We do need to keep down spam and people should not post total spam like "GENERICCRAFT IT MAH FIRST TEXPACK DL PL0X LOL THANX' with no picture just a dl link. But don't do it at the expense of people who genuinely are trying to make a texture pack. Embrace their work, even if it seems to have taken 5 minutes. Maybe they never used a photo editing program before and this is their first project and really proud of it.
Beauty is in the eye of the beholder, and people should not call people's works ugly and say they should be basically banned simply because similar things have been done before and you dislike their work.
When I read the OP, I honestly thought that Mirror was being kinda... rude and ignorant. But with good intentions. You cannot say "don't post your texture pack because its your first and not good enough." I agree with steelfeathers. Sorry about that :/ I misunderstood. It seemed like you were saying that you shouldn't do that, but after rereading a bit, I see what you mean.
Simple packs can come out decent if executed correctly, but 99% of the time these "simple packs" are lost in a sea of it's kind, usually never to be found again. Making a texture pack unique is what makes people want to use it. If you make a simple texture pack, how are you different from the THOUSANDS of other people submitting their own simple packs? Look people, texture packs like these can be made literally in a matter of 10-15 minutes with the right tools; they're quite honestly a single shade of a color with no cell shading, detailing, or even noise. The next time you think about making a "simple" pack, step back and say: "What can I do to this to make it unique and appealing to the user's eye?", as this will surely help you down the road of texturing.
