Well, we cant really do this, its breaking the rules of the forums, kinda stealing from them.
Well if its for private use, i don't think it matters. But if its for distribution, wouldn't it be fine as long as all the credits are given to the original makers?

What the authors expect differ. Some allow complete use of their texture pack in remix packs, whereas some don't want people using their texture packs outside of the official texture pack (topic). I would go and read the pack's OP and if they don't say there, PM the author and chances are they'll reply to you (most Minecrafters are nice people). Just give the PM a relevant title like "Can I privately modify your <pack name here> texture pack?".

Since those packs do not specify the terms of use explicitly, you may need to ask permission to mix the packs, and don't forget to mention that it is for private use only.
Technically, to place armor from one pack to another, you need to replace /armor folder inside one pack with /armor forder of another one. That'll do.
I could be missing what exactly you meant, but as far as I am aware, you don't need the pack creator's permission to mix their textures with other textures for your own use. Of course, you couldn't mix the pack for someone else and post it in the thread for them to download, but that's a different beast entirely.
