People hes trolling all he did was scaled the terrain.png to 8 bit then resized it again (or somthing like that) please I know you are a-bit new to the forums (unless he was perviously banned) sorry if i sound harsh but put ALOT more effort in it BTW its not a real 8-bit texturepack unless it is a smaller size
BUT here some tips
1.) Personaly I would not use 8-bit as my tp because it is hard to get a good looking result
2.) If you stick with it I recomend doing this (thing is for most programs) got to "Image > Scale Image > set the resalution to 128x128 then it will be a real 8-bit tp
