Only bumps aren't allowed and those will likely be near the top of the discussion section. Anyone coming from another site to find them will have likely been linked directly to the thread, and most of us who browse regularly will already know how to find them (browse or search).
Now it really just feels like you want to keep the big guys at the top and ignore everyone else.

Of course, bumping for the sake of bumping is theoretically not allowed already. It's written right there in the rules.

I think that not all good packs are popular and that packs, just because they managed to get popular under this system in the first place, should get to stay at the top forever (baring the occasional push back of new packs) just because they're already popular.
The way I see it, if a pack is constantly at the top of the forum due to new posts is because that pack is more popular than others by having a larger fan base with more interest in the pack.
I dont see how else you could define a pack as popular with anything other than #of pages/ comments.
I do agree that I hate useless bumps just for sake of bumping the thread up.

I'd even suggest a mod sticky a thread explaining that and the searching/filtering stuff, because I don't know about most of it and I've been here for a while now.

I voted B, even though I don't really use this section. Why didn't you give the modding section a poll like this, since you're planning the changes for us too, and we're also mad about them. >.>
THIS! Please, I never browse the texture pack forums (sorry guys.... You do awesome work, really, but I have limited time as it is...), and am FAR more interested in the MODs section. We need more feedback there! I'm not a mod author, but I do browse the MODs section daily (usually 4+ times a day). I agree that currently, it's difficult to find the mod you're looking for. However, splitting it up the way it's been proposed (according to my understanding) increases the workload on mod authors by 4x. These guys should be spending their time on Real Life, and their mods. If they have 2 hours a day to update their thread, and program/fix/update their mod, and it takes 10 minutes to update their thread, giving them 1:50:00 to work on the mod, that's good. But if they have to do 4x the work, that's 40 minutes, instead of 10. That's a big difference, and will only cause the mod authors frustration, not to mention that the mod will get updated more slowly.
Yes, as a user I can't speak for mod authors. As a user, what I'd like to see (at most) is "Current Mods" (aka, 1.7.3 for now), and "Older Mods". If a mod author maintains old and current mods (in the same thread), that thread would go in the "Current Mods" section. Bug reports/user error would be great in a different section (I get tired of seeing the same "I'm stupid and can't read the OP!!!" message time and time again), but it's entirely unrealistic. If I have a problem with a mod, I'm going to go wherever the discussion is. Why post in the "bugs" section, when (as a stupid user who can't even read the OP) I can see discussion happening in the main thread? "He probably never even checks that board anyway, so I'll post it in his comments thread, since I know he'll see it there." I can assure you, as an experienced user, I'd use the "bugs" section, but unfortunately, my experience has shown me that I'm an exception. Your average user (who can't even figure out how to open a *.cfg file for crying out loud....) won't post in the "bugs" section.

Please, open discussion in the MODs section. If I were a mod author, I would not like these changes one bit. Not at all. Maybe I'm misunderstanding the proposal. Maybe it simply needs clarification. Right now, most of the discussion is centered on the Texture Packs area, and thus I'm uncertain as to what the plan is for the MODs section. Please open discussion there as well, so we (at the mods section) can have an idea as to what's going on, what will happen, and what we can do about it.
I think a restructure could help. But if I understand the current implementation properly, it will only drive people away. Thus, we need to open discussion, so that if a restructure happens, it makes more sense, and is helpful to all involved (especially mod authors). Considering the time/effort/difficulty involved in making mods, even as a USER, I would MUCH rather have a plan that is favorable to mod authors (even at the expense of the users, aka myself), than one that is favorable to users, at the expense of the authors.

I don't think packs need help getting off their feet. Good packs become popular because they have nice aesthetics. People see that, say "Wow! Great job!" and tell their friends. They then check it out, love it, comment, and suddenly, OTHER people are seeing that pack, loving it, and then it moves higher and higher up until its an extremely popular pack.
Honestly, i like planetminecraft's approach to popular packs. Popular packs are the ones that have the most downloads/views ratio, with the bigger the numbers are in that ratio, the higher up it is. Comments also slightly help that popularity. When you see the most popular packs, you see some of the best packs on there. BUT theres also an extremely obvious filter bar, that automatically starts at newest uploads. On planetminecraft, new packs, get great views, lots of people commenting, saying "I like this, but this could use a bit of work" things like that. While i do realize its not a forum, and they do host the downloads, i think a similar approach somewhat would give us the best of both worlds.
