Well... it kinda makes sense for mods so they probably didn't take Texture Packs in general into account much. It seems like they just took the whole section and decided to go from there based on what Mods might need.
I dont think you understand. How will the info/ download thread not die out if you can't comment there? What's the point of going to a completely different forum in order to comment on a thread? Won't the OP still be the same as the OP in the info/ download?
I just don't understand the logic.

I have been thinking on this issue and trying to understand the proposal that needs to be made.
So far I can see the redundancy even in the mod section. Really it be easier to have only two threads per mod, An 'About/comments' and 'Bugtracking' This way people can make things easier on mod authors.
And I seen that it has been rehashed that there is no real 'bugs' with texture packs, most have the same means of installation and the comments keep things alive with the thread rather then letting the packs be swamped.
So really there is an easier way, go with the types of changes
Mods and such would effect the way the game plays, Mechanical Modification
texture packs and skins effect the way the game looks, Aestetic Modification
So as I can see, this would be a good start poing
(forgive me this is very rough)
-Minecraft Game Play Modification
All the following alter the game's mechanics
[SSP and SMP versions of each subforum if needed]
---Dimension/World Generation (stuff like aether/planetoids/maps)
---Utility/Enhancement {Stuff like SSP Commands, Redstone expanded stuff, even MCPatcher and it's HD fix)
---Objects/Contraptions (new ores, stuff like the gun mod for ex)
---Mobs (NPC villages, more monsters)
---Audio/Music
[SMP type stuff]
---Interplayer Interaction
---Administrative mods
*each of these should have a 'bugtracker' subforum that the modders can have posted on their original posts.
---Discussion (Really having two forums for discussion and mod ideas be redundant in itself)
---Tutorial <this would help keep things tidy for learning purposes>

To tell you the truth, most requests can be condensed into two categories.
1. I need this pack/texture where steps/mobs are pirates/alien/cinderblocks etc etc......
2. Are there any good packs out there?
Almost none of the particular requests warrant an entire thread for that, and most of the threads made tend to become mere advertisement spots, where artists just copypasta their pack links to attact viewers.
A solution to the problem as per the draft I made was to incorporate the requests/help threads into a general discussion subforum. A good way to do that would be to make a sticky thread in there where users could post requests inside and the community would provide help/feedback. That way, you both eliminate the need for a separate, less frequented subforum AND reduce the clutter in the main discussion section.
I see where you're coming from. The whole reason I'd support a requests forum is because someone asking for a Naruto themed pack or something else just as stupid from bumping down actual packs and real discussion. I suppose a single thread would be just as well for that.

Ok, its up. Remember guys, that thread is not for discussing the changes done, nor to remove exposure from this one. Only post if you agree with the proposal, and only post a small message saying that you endorse it. All discussion should be done in this thread, view the other one as a petition signing form.
1. The Texture Pack forum will be split up into 4 new categories (5 including WIP), one for Download/ Info, one for Comments/ Suggestions, one for Bug Reports, and one for Installation Help and Use
2. Each Texture Pack author will thereby have to create 4 different threads, each for its own forum.
3. Outdated packs will be moved by the moderators into their designated archived sections
This has raised the following concerns among the community who thinks these changes are not needed and counter productive.
1. First of all, these many filters are not needed and will do nothing other than split up and destroy the community. Having a completely different thread just to comment on a texture pack is not needed at all, much less so with having 3 threads for commenting on said texture.
2. There are no such things as "bugs" related to texture packs for any other reason than installation, and the installation can be described in the original post by the author and does not warrant its own separate thread. There is no discussions that can be had about bugs regarding Texture Packs. This makes the bugs and installation forums completely unnecessary and extremely counter productive.
3. Having a separate comments thread raises the question of how the original Download/ Info thread will remain alive if commenting is not allowed there. This, again, makes the comments forum unnecessary and counter productive.
4. All texture packs are WIP and you can not fall for the assumption that every texture pack can be give the "completed" status just because a certain part of it is complete or if it as a whole is completed, as changes are always going to be made even after the majority is done. Not to mention of course that most texture pack authors almost never rextures every aspect of the game, including guis, mob skins, items, misc files, etc., which raises the serious question of how exactly will texture packs be determined as WIP or Completed. This, again, makes the WIP section unnecessary and counter productive for the Texture Pack community.
We, as a community (and I speak only for the Texture Pack community, and not the others), are upset that such changes have been planned out on such short notice and without any sort of discussion with the actual community beforehand. None of us in the Texture Pack section have been asked if such changes will really benefit us and so we ask you to reconsider. Many people are already talking about leaving the forums if such changes were to take place.
We have also come up with a better structure for the current Texture Pack forum, which involves the implementation of a "Discussions" subforum which would include things such as group chats, tutorials, help/ questions, requests, tools related to texture packs such as 3rd part sites, etc., and a "Texture Packs" forum which would obviously include actual Texture Packs, Collaborations, Challenges, Competitions, and anything that has to do with actual texture making.

I myself have no desire to be a participant in or post my packs to a forum that has such a cumbersome, aggravating, illogical structure, and as such if the changes as they stand are indeed implemented, I will leave minecraftforum.net.
I will also be posting a similar walk-out suggestion on the Union thread, as this type of situation is precisely the reason that we formed the union in the first place. If enough of the popular artist close up shop, I'm certain they'll start to rethink their decision.
