I used Paint.NET, which is what I normally use. I just arranged the textures into a landscape and used a gradient tool to make the fancy sky. I then put the text into another layer, drew a light grey shade one pixel under each space in the lettering and used a glow effect with -100 brightness and contrast settings to make the nice shading.

This is nice, but a little overdone. You could reduce the amount of coal and mossycobble and vary it. Randomize it, you know?
