You can submit as many packs as you want. You will find, however, that just one will consume all your time. Take a look at the Texture Pack University for help on making a texture pack. The URL is in my signature above my banner.

Ok, to clarify. I started taking submissions last night and will continue to do so for a week. After the week is over the Poll will go up and no more submissions will be accepted. Voting will then go for another week or two. After that we will declare a winner.

Ah, foliage...yeah...I haven't gotten to the artistic part yet and strangely enough there are no tutorials (that I could find) on foliage. I can tell you from personal experience that leaves are...difficult. I would suggest making a leave brush or two. That might help.

GIMP and photoshop work very much the same. Let me check GIMP and I will write something about making brushes. I know how to do it in photoshop but not so sure about GIMP.

You could also do other things like, "Most Creative/Original", or "Best RPG", "Best Realistic", and have little award banner things people could put in their topic when it gets released. Just for fun, assuming you have enough contestants.
You should add some sort of format for the entry posts (title, terrain shot, and a couple screens in /spoiler format). People can only update their original post with updates. That sort of thing maybe?
