So over the past few days i'v been working on a texture pack. I started doing a 16x pack because, well, I felt it would be easier, however I wasn't to happy being limited by 16x16, so I opted for 32x so I could go a little higher.
Well to do this I just went ahead and changed the the scaling of the image from 256x256 pixels to 512x512 pixels.
Now I went into my world and saw alot of the textures had odd outlines, which I deducted was from the fact I hadn't yet changed any of the textures.
So I went ahead and edited the grass and stone, zipped up my pack and loaded it up, and everything looked fine for the actual textures I changed. The colored/black lines outlining the blocks I changed had gone away.
Now I am noticing that when I hit blocks, purple/pink lines flash on the outline of the block, and i'v no idea why. I am also noticing the side-dirt I changed has these black constant outlines still, and i'v no idea why.

As you can see, the Stone I changed does not at all have these black lines on them, nor does the dirt. It's just the side dirt.
This is an example of the coloured line I see when I hit a block. Happens to both placed blocks i'v retextured and existing ones i'v yet to touch.

EDIT: Ignore the ugly side-grass. The brown inside the green didn't turn out properly for some reason..
EDIT2: As you can also see, the torches have some odd lining around them, however I assume this is because it's a rescaled terrain.png and I haven't changed it yet.
Wrong wrong wrong. Could you PM me a copy of your terrain.png or post it above? I'm guessing when you resized it the whole terrain file got moved up one pixel or down one pixel, causing these problems to happen. If you don't want to give out a copy of your terrain file, compare your terrain file with another 32x terrain file (probably by making two layers and put the other terrain file on top of yours) and see if the other terrain file moves up or down one. If that's the case, you'll need to move yours up or down one to fix it. However, if you move it down, you'll have to redo the tops of the top row of textures unfortunately.
I know what's the problem, I had the same one, You need to move the terrain.png itself to fit perfectly so minecraft will recognize all the blocks without any outside textures.
