It kind of depends on the theme of your server as well. If it's post apocolyptic.. Last Days ( http://www.minecraftcustomizer.net/view.php?pack=Last Days ), of course.

For something fantasy, you could try Decisive though. ( http://www.minecrafttextures.com/packs/decisive-craft )
