Part of the problem is that only the person who made texturepack, mod, ect. themself can report a copyright crime against there own work acording to the new rules yes the victim can report to the police but also cant a witness?

If I get my **** stolen right in front of a cop they better ****ing act, not wait until I come to them. It depends on the situation. The moderators are there to "patrol" the forums. Whilst on a patrol a police officer is required to stop theft if he witnesses it. The same should apply to moderators. If they run across a thread that is a blatant theft they should deal with it then and there and not wait for the original creator to report said theft.

In actuality, I'm sure that they saw those threads... someone said "Oh damn, we've got a problem..." and quickly deleted them before things got too carried away. Hopefully, it's enough to get the problem addressed.

A more apt analogy would be a pickpocket. Two weeks later you find your wallet in a gutter, your bank account drained, and your credit cards maxed, while it was the police's job to notice the theft in the first place, the credit card and bank's job to notice odd transactions. Even then, the analogy fails when you consider on the internet, it's hard to tell when someone else has laid their filthy little paws on your wallet, so you can't go to the police to file a report.
