How do I start a texture pack?

I know I am a noob but I need some help.
Every time I download a texture pack it makes its self a whole new file and once I put it in my texture pack folder it won't work.
Please help me.

Dont unzip the folder, let the thing actually get done downloading first, THEN put it in your texture pack folder.

Once I open the file it turns it into a whole different folder.
