Minecraft will generate a new one when you restart minecraft, if you dont believe me, you'll be stuck with your texture pack until minecraft updates in november. only delete the bin, not anything else. You dont even have to delete it if you're unsure, just drag it out of the minecraft folder to your desktop or whatever.
