I can understand the terrain is by you, but the tools clearly do not match the level of art put into the terrain. Therefore, My conclusion:

First, he only changed like 2 things in the terrain.png
Second, the items are from ****ING DOKUCRAFT! Yeah, I know that its free to use, but "All paks r mad bie meh" I think trandslates to "I made all the textures".
Technically, he didn't credit the creator of Dokucraft at all, which means he took his work and put it as his own, which is not allowed.
