I have Paint.net, And so far I cant figure it out BUT (Please continue reading before posting)
My biggest problem is that the 2 packs are of different pixel sizes, 256 and 512.
I hate the 'natural' textures from pack 1 (A custom pack of Last Days from the custom pack website)
And the other is ModernCraft texture Pack.
So How can I combine them, or am I stuck with hand 'painting', in which case, how do I make Biome-Compliant grass and leaves?
not sure if you can merge packs here, but It's a great resource for making a pack for personal use that is tailored to suit your needs.
oh biome compliant grass and leaves just have to have 0 saturation so all in grayscale.
you will need to cut the square (texture) you want and resize it to the correct square size, which will be 16x16 pixels or 32x32 pixels by the sound of your terrain sizes. This can cause blurring or other such atrocities though.

not a problem, just remember, remixs on the forums are a gray area, so if this is for private use best of luck. If it isn't then make sure you credit correctly and put some time and effort into making your OP make sense (that and you will need permission from the original authors and some screens to show what you have done)
