The process (in a very vague and quick description) goes something like this:
+ Edit the files you need (all available in minecraft.jar, or by using another texture pack as a base) in a program such as paint.net or gimp.
+ Make sure all of your textures are original. Non original textures will require permission from their creators.
+ Package the files in a zip of their own.
+ Upload to mediafire or file sharing service of choice
+ Post to the forums using the proper format, including screenshots, etc.
Hmm... Thanks i guess. I just wish there was a way to create with a program.

you can try the minecraft customizer? then you can put together a pack for your own private use, using the textures that people have uploaded to the site. It's here http://www.minecraftcustomizer.net/
