So how do i make one? I was told to use paint.net (if u could give me DL link, that would be great). Then do u just put all the PNG files in a folder and edit them??? how do the edited textures get put into the game as a texture pack???
i think it's easy to download a texture pack and just go to all the files and edit the png's as you wish. Make sure you change them all or give credit for textures from the texture pack that you changed if you want to share it.

To get Paint.net, just google the name. It's free, so don't worry 'bout it. As for making the texture pack, what you need to do is first get a copy of the terrain.png from the minecraft jar (There might be a download somewhere on the forums). If you want to make it 32x, 64x, 128x, or 256x you can just use the stretch tool in microsoft paint (or any other program that has it). Then, make the image you want for a block, and move it into the place of the original. Use the same for making textures for mobs, items, etc. If you DO plan on skinning the mobs yourself, just make sure you keep the same basic dimensions and place images in corresponding areas to make the mobs not look like a total mess (like a zombie with a head for feet). Then, move all the files into their folders, and put those folders into a .zip file. Then put them in the texture packs folder in your .minecraft folder and enjoy.
P.S. There are lots of videos I bet that can help you see how people make images work for everything. Remember that if you don't want to make a skin for something, it will just use the default imaging. The HD patcher should be used if you make it 32x or more, and make sure that you make it all by one of the following pixel resolutions: 16x, 32x, 64x, 128x, and 256x.
