After you've downloaded the texture pack, make sure it's in a zip folder. If it isn't, create a zip folder and put all the files (level.dat, etc.) in it. Then, navigate to your .minecraft folder (C:/users/user/%appdata%/roaming/.minecraft) and click on "texturepacks." Drag the zip folder into there. Once this is done, open up Minecraft and click on "mods and texture packs." If you did everything right, the texture pack should appear for you to select. If it doesn't, this could be do to several reasons. The simplest one and most probable reason is that you made a mistake in placing the file. Re-read the directions and be careful not to mess-up. Another reason the texture pack wouldn't work is that it is a higher quality than the default Minecraft. Normal texture packs have a 16x16 resolution. Make sure that the texture pack does not have anything higher. If it still doesn't work, you might have an older or pirated version of Minecraft. I hope this helps you.
