Well, for Paint.NET, just when you open a file, such as terrain.png, change it, and save it, select the 32 bit version to make a 32x32 texture pack. For 64x64 and over, you'll have to buy a pro version of Photoshop. (Cost like $700!)

actually that's not really true. you can use any program to make any resolution, i actually use paint.net for my 128x and i prefer it over any of the other programs you pay for. to answer your question Cambrann, it depends on what kind of texture pack you want to make. if you are not confident in your drawing skills then you will want to use photographs (preferably your own) and the use of layers. i was planning on eventually making a tutorial to show my strategies and such so if your interested let me know.
