Hello! I think I should get/try a texture pack, but can't decide. So, what texture pack would you recommend(or should I not get one)? (I would prefer 16-by-16, but maybe 32-by-32 if it doesn't slow down the game too much.) Thanks!
If you want the same textures, but better graphics, use Minecraft Enhanced. It is HD so you need to use the MCpatcher mod for it.It is also very laggy and anti-lag mods work but they screw up the textures of the tools and blocks when they are in your inventory. If you have a great computer, you should try it.

Yes, but I have a laptop and get 25-50 fps. I'm fine with that, but I don't want to go below 20.
I love to use Candycraft (16x) and Jolicraft (16x). Those are probably my favorites off the top of my head. The patcher is a device that allows for higher resolution packs, the default is 16, but with the patcher it can go to 512x pixels or more!
I prefer Painterly. Easy customization. Quick to update with the game. Supports various mods (though non of which I'm into). And I have hopes that one day it will include the original default textures as well. It already includes the original paintings. You can use it without MC Patcher, although it includes options for custom animated water and lava that would require that.
Dokucraft. Best by far. if you want a good texture pack...Get the patcher, and get that one. I'm not saying all others are terribly, just that I'd prefer this one over others.
I don't want to sound like I'm advertising, but my favorite texture pack would be my own. It's the only one that completely fulfills my needs for Minecraft, since I am making it myself.
Sorry but couldn't help but notice you said 20-30 fps and your on a laptop. My laptop (not what im typing on atm) is a cheapy $300 AUD one and It goes 40-70 make sure you've got your settings in minecraft on max fps and render distance medium also if you have a battery menu make sure its not on balanced or powersaver (only if you keep it plugged in) make it on high performance. I hope this fixes your fps.
