i want to make a texture pack but i do not have the program and i do not think i can do all of the registration pleas help. i am also not a very good artist.
Paint.net is a legally free photo editing program. I like it, and it costs much less than photoshop. It's all you really need except some imagination. Just download it or pirate a copy of photoshop and watch a tutorial or two.
I think he means Winrar? It's a free program used for extracting .zip files, and you need that to "Unzip" the default minecraft texture so you can actually edit it with image editing programs. The ones that I use are GIMP, Photoshop, and Paint.net. (Brotip: If winrar asks you to buy a license, just decline, you can still use it)

Try pixlr.com or sumopaint.com.They are great.After editing,it will ask you which way you want to save it. You MUST save it as a .png or else it won't work.No download needed for either one.
