I've started putting together a texture pack of textures from other ones to make a combination of my favorites. And I just don't know how to make transparent blocks like glass. Any good programs or tutorials I could use?
Well, save it as .png, which saves transparencies. I use SnagIt Editor, which came with the program I bought. Mine allows for opacity at an easy level, which I don't know many other free ones which do.

GIMP is fine for transparency. Just make sure your image has an alpha channel. If you are editing the default image, and havn't saved it from a program that doesn't support transparency (eg. MS Paint), you should be ready to go. If you are creating your own from scratch, then you will probably have to go to Layer -> Transparency -> Add Alpha Channel (If it is grayed out, then the image already has an alpha channel).
I'm going to second the GIMP recommendation. Though Paint.Net is a good program, GIMP is more powerful, so if you ever want to do more image editing for whatever reason, you'll already be a bit familiar with the interface.
