How to resize texture packs

I have a texture pack
My 16x16 pack

And it's 16x16 but for what im planning i'd like for it to be atleast 32x32 if not more. Could somebody please tell me how to resize or maybe send me a link for a tutorial?

You draw it again in 32x32. if youre asking how to make a 32x32 texture pack, google is your friend.
