Making a texture pack?

So I wanted to make a Texture pack, but I don't know where to go. Also, I do have a Mac so editing might be difficult because i don't have much money. Anyone know any free ones?

I'd suggest PAINT.NET, but unfortunately you're on a Mac.

Get a real PC?

It says Pixelmator can not be run on your version on Mac OS X. Help?
