I'm confused on what you're saying, but I kinda get the idea...
When you're done making your texture pack, Copy and paste files that you've edit, (terrain.png, mobs, etc.) into a Winrar Zip Archive. A normal Winrar Archive will not work, or will not be detected by the client. Name the Archive, and put it in your .minecraft\texturepack\ folder to test out your texture.
When satisfied, share it!
If you can't create an archive, try right-clicking on your desktop, and click "New">"WinRAR Zip Archive"
If that doesn't work, go to your WinRAR software and open up a new archive.
