It's possible to have a pack of any resolution, as long as it's square. Be careful looking for lower resolution packs, though. A lot of packs claim to be 8x8, 4x4, 2x2 or even 1x1, and are actually 16x16 with colour limitations.

Its no possible, all texture packs slow Minecraft a little bit!
