Program for editing textures?

I would like to make a texture pack but I do not know what program would be best for making one.
I have Photoshop, Paint.net, and GIMP 2 downloaded.

What would be best for making a 64 x 64 pack?
I have some experience using Paint.net and allot of using Photoshop. (Never used GIMP.)

These should all work fairly good for you, go with the one you have the most experience with/feel most conforable with.

It dosent matter. They all work. I mostly work with PS. Its up to you, personal prefs.

can you use something like paint.net or gimp or even paint tool sai to upscaele like a 64x pack to 128x? if you can how do you do it?

If you know how to use photoshop it's by far the best of those programs .
