First things first; you will need some sort of image editing software: Here are some suggestions: GIMP - Free Paint.net - Free Photoshop - Beast Whatever/whichever you get it MUST support transparency. Without Transparency you will have a very terrible texture pack.
You will also need some sort of Archive/zipping software. These are very useful and used for many other things minecraft related or not. Here are some examples: 7-Zip Winrar
Do you have an editing software as well as an archiver? Great! You can know move on. Follow these simple steps to begin editing/release your very own texture pack! Editing the textures
Go to the start menu and search "%appdata%"
Go into /.minecraft/bin
COPY the minecraft jar file
Know open one of the minecraft jars with winrar or 7-zip
Once opened you must delete the following: ALL class files, lang, com, net, and paulscode
You are know free to edit the png images with your editing software

After creating/editing everything you wanted; zip up the files
You must know go to a file hoster and upload your archive
know you must copy the download link from the site that you uploaded it to and link it on a thread for others to download!

How Do I make higher than 16x16 packs?
All you have to do is increase the size of the image. It must; however, be divisible by 16. The entire image is 256x256 pixels. If you wanted a 32x32 texture pack you would multiply 256 by 2. So increase the image size to 512x512
How do I edit the mob textures?
Mobs are probably the hardest part in textures. That is without a template for them; Check some of these for a reference
