Yeah, there isnt - at least with vanilla MC.
There is a mod ~ More Paintings ~ that gives you access to a few additional sizes and then increases the number of paintings available considerably. It comes in two flavors: extreme edition (allows HD support and adds a fair amount of new paintings and an additional size or two) and insane edition (must be used on 16x16 res and adds over 9000 new paintings - lol not really but a lot). Even with these, though, you have to follow the given art dimensions and placement in the file.

I do much the same (use some art space for detail work). The 1x2 tile might work for curtains (though these would be flourishes - as Headhunter says you can also go big - or even bigger with more than one painting). If you need a specific size and dont have it, consider making a couple tiles and using two paintings next to each other to get what you need.
There are a few texture packs that do just that - so it's possible.
Your best options for curtains are the larger 4x3 pictures in the upper right (just below the frame texture).

Pixel coordinates. When changing kz.png, you simply need to replace paintings in the same size and positions as on the original file.
