Well one suggestion would be to make the file run when you put it in the minecraft texturepacks folder.. thats about it
I have been trying to find the problem and I think it is because you might be choosing the wrong folder. Don't choose the MACOSX folder but the Ruston 1.8.2 folder. If all else fails just ask ZeldaFF through PM-ing. I have a Mac so I install texture packs differently so I am not as helpful as ZeldaFF.

Detailed guide for those who are having trouble installing ruston onto the pc:
step 1. download ruston into the texture pack folder
2. If you don't have winRAR already, download it here (scroll down to the bottom of the page), Then install it.
3. go back to "ruston 1.8.2.zip" and extract the files into the texture pack folder.
4. Open the "Ruston 1.8.2" FOLDER and highlight all of the files/folders in the "Ruston 1.8.2" FOLDER, NOT the "Ruston 1.8.2" .ZIP file.
5. right click the files/folders you've highlighted, and since you've installed winRAR, it will come up with an option that says "Add to archive . . ." ; click this. It will come up with a menu. Click on a bubble that says "ZIP" next to it, then click ok.
6. Launch minecraft, go to 'mods and texture packs' click "Ruston 1.8.2", and enjoy!

did you archive the files in the ruston folder itself or did you archive the files along with the ruston folder? if you look at the new .zip for ruston you should have created, you should only see seperate files and folders, like this:
Also, check and see if you saved it as a .RAR file instead of a .ZIP

I opened up the Ruston 1.8.2 folder, and once I saw all of the files/folders the picture you just posted I highlighted all of them and right-clicked. I chose "Add to archive" and chose the ZIP bubble, not the RAR.

yes. 1.7 doesn't have some textures and edits to the items.png . 1.8.2 is the latest version, and the one you SHOULD get. besides, if your thinking you'll avoid the troubles with 1.8, really, you have to go through the same process. Texture packs kind of require you to be tech savvy, in my opinion, so my guide is for those who don't have much experience with files and archives.
I have updated the link in hopes of it not having MACOSX folder and .ds_store files. If it doesn't work now please tell me and use my PC to try and fix it.

So yeah, I re-updated the link recieved from ZeldaFF.
This download is for people who have had problems installing the texture pack before.
So once again if this doesn't work just tell me and we'll get on it agin
I'm not too worried about having any trouble installing it. I just didn't see a changelog and the ruston 1.7 and 1.8 looked similar to me when compared to each other. My only complaint is I have to fix the water again but that doesn't take too long.

okay... well, heres a checklist for you:
1. are you really sure your archive looks EXACTLY like mine? check again and still, make absolutely sure it's a .ZIP file.
2. The only way it wouldn't work is if you put everything into a folder, Then archived it, seen here:
3. make sure it's in the texture pack folder.
other than that, I don't really know what the problem could be.
try sending me a screenshot of your .zip file, and ill see what I can do.
