Is there some sort of program that I use or something? I'm not really making one for publication, just tweaking the main one for my personal use. Changing the paintings so they desplay my own art, putting a big "THIS IS NOT DIAMOND" sign on the lapis lazuli ore so I stop digging it up, painting the spiders bright red so I can see and shoot them easier, that sort of thing. How do I do this?
Also, what's the map that people use to showcase their textures (in case I ever want to publish one)? The one with all the blocks stacked in that sort of diagonal wall thing that's in all the screenshots? Also the one with the tunnel that they use in the videos(
You just need to use any image editor (that supports transparency) to edit the default textures. Or you can just edit someone else's texture pack. As long as it's for personal use, you can do that -- You may not publish someone else's texture pack.
Also, a good image editor that supports transparency is GIMP or Paint.NET
Save it as a .zip file with the same folder structure as minecraft.jar (open it with winzip or winrar or something). Chuck this .zip file in the texturepacks folder (located in the .minecraft folder, found in your appdata).

Yeah, but how do I save it as a texture pack?
