As far as I can tell, Water and Lava are hardcoded into the game. You need some type of patcher or mod to do that. If someone else can prove me wrong I'd be grateful, as I would love to add this ability to my pack.

You need the HD Patcher for it to work, though. Vanilla doesn't support animated water.

Is there any way to replace static water and lava in a Vanilla version? Personally myself I don't care for the animated.
