Depends which direction he's taking it in....
1. If he wants things to be like alpha and all, probably yes.
2. The other direction was the one I chose. I chose to keep the original textures of each block, and the original sounds, and since the minecart's first sounds came out in 1.4, I kept the sounds in my resource pack.
He's most likely gonna go in the first direction

I guess he probably would just a bit curios but I have been screwing around with my version of the resource pack I mostly changed the records and the names music disc to record etc etc although is it possible to change the tool hi light thing from black background and dark blue border to the 1.7.3 format and such just wondering again also do you have plans of eliminating rain and rain sounds as always just wondering

I did some research and found a few more textures for the Classic/Survival-Test version
An even older version of the cobblestone texture, even before 0.0.13a A slightly more colored version of the Wooden Planks, before 0.0.13a Also, in 0.0.14a there was a slightly less detailed log texture Better version of the sapling, my original recreation had slight errors, 0.0.11a
Also, something I am not sure about, but I think in 0.0.14a the sand was a tad darker. It looks like it from the screenshots, but as I said, I am not sure.
Classic pack updated with those textures (also a matching mossy cobble texture) and the oldold cow sounds (thanks to boxesandmoreboxes!), like in this video;

Minecraft: 13w36a has been released, and a few changes have occurred:
1. Roses are now called Poppies. And the texture also changed
2. Sugar Cane's texture will change colors depending on the biome
3. The Dandelion Flower is now called "Dandelion" instead of "Flower."
Of course many more things were added to the snapshot, but these are changes you'll need to update your resource pack for, I already did this with mine.

I have old procedural textures implemented in my mod, and the new texture system allows writing textures to files without much hassle.
So I literally recorded them, and then did some post-processing (tiling flowing texture, adding transition, stitching) with ImageMagick.
You should check my hypixel prolife... thats where ALLLLL MEH MAPS ARE!

This works for 1.6.4 without a problem, there's no textures changed afaik
(the grass was greener in Alpha)
