2. If you load up the game and don't want to use a texture pack for the game you want to play at that time do you have too? Example; I have a pack for HD, but this round of play I only want to play the 16x version can I? Than maybe next time I play can I load the HD pack?

Some mods will work with the HD patcher some won't and the order you install them matters.
No, you do not have to use the same texture pack all the time. With the latest version of the HD patcher you can swap between any resolution without leaving the game. (Basically it just makes it work like it does normally except now it works on HD packs in addition to those at the default size.)

2. Yes. Use the HD Patcher. It allows for seamless transition between any HD and SD packs in the texture packs menu along with fixes for HD textures.
