Is there a program to make texture packs in an easier way?

Kind of like SkinEdit, but for terrain.png.

Is there such a program? I tried using Minecraft Terrain Changer, but it keeps telling me I need .NET Framework 3.5 even though I have .NET Framework 4.

Awww, I wanted to make a 32x32 texture pack for my HL2 soundmod.

It'd be a great idea for a program, though.
