What program do I use for creating/editing texture packs? I originally used paint but that removed transparency, when I switched to photoshop texture.png would no longer be readable by minecraft

I would suggest a tool called Paint.net. It can be downloaded for free at http://www.getpaint.net.
I used it in designing my texture pack, and it's a really good tool. =)
