I didn't like the weather effects that implemented, so I decided to re-skin them. Just apply it as the texture pack and you're ready to go. THIS ONLY MODIFIES THE WEATHER EFFECTS! So if you don't like texture packs, this isn't really one. Also, if you're one of those people who likes custom textures, that's fine too. Just copy and paste the files from this texture pack into yours.
Note: this is incompatible with anything that changes particles (unless you roll your own particles.png). Sorry, I had to edit particles.png so the rain doesn't turn blue when it hits the ground.
I've modified the rain, rain particles, and snow. I plan on doing lightning later (in a mod). The rain is actually just a white version of the original, because it bothered me that the rain was blue. WHEN HAVE YOU SEEN BLUE RAIN IN REAL LIFE? Of course when have you seen a creeper, but that's different.
Without further ado, here are some screenshots (not of the latest version):
P.S. If you see coral or different trees, it's because I have mods installed. But as this is a texture pack, it'll work with vanilla Minecraft.
SInce the rain is just a white version of the original, there isn't much creativity behind that, but I wanted it to look like a big rainstorm. And with the snow I was going for a ChrismastyReligion-neutral WInter Holiday-y feel.
By the way, I'm open to suggestions, so If anyone has an idea about how things should look, I'll incorporate it. (I might make a few versions).
I like the rain better than what I'm currently using, so thanks for posting this, it's cool. Also, I just noticed you mentioned that you've changed 'the rain, snow, and rain particles'.

By rain particles I mean the stuff that pops up from the ground when the rain hits it. At first the rain turned blue when it hit the ground, so I changed that. So actually that makes this incompatible with anything that changes other particles.

Hey, I was wondering if I could use our rain in a texture pack I want to post. I've edited it a little to fit with the resolution I'm using, and I think it looks quite nice. If it's okay, then I'll link back here and give you credit. If not, that's cool, too.
Edit: Well, I'm in the process of making my own based on the default, so I might not need it after all. I've still yet to properly test it.

I know that this reply is months late, and you might not read this, but for reference, I'm allowing anyone to use this in a texture pack as long as they link back, so that people can find this and use it themselves.

Oh, I see. You had me confused there.
