How do I make 32x32 texture packs?

Hello I have been looking every where to find a tuotorial on how to make a 32x32 texture and I cant find anything useful could someone please help me out. By the way I know how to make the textures but I cant make them fit in terrian.png without going really blury.

best not to try to scale up lower resolution textures... if you must do so... use a sharpen tool on them individually to clean up the blurriness(before you add them to the terrain)

For Adobe Photoshop CS3, Nearest Neighbor option when resizing will allow you to scale up(and down) without blurring it.

The option is Nearest Neighbor in Paint.NET as well.

Hi everyone I have tried the nearest neighbour option and I ended up with half of it missing with no blur so that dosent work and the GIMP website isnt working if there are other alternitives please tell me thanks
