I could do it, but take a look at an X-ray texture pack. When you make a solid block transparent, it can have that effect. If you still want transparent wool, I could do that. Sunlight will not go through the wool.
I'm afraid that due to the properties of the transparency, there's no way to make glass PARTIALLY clear. It either has to be completely see through or opaque.
I believe that there are a few mods that can help you with this, but there's not a way to change it simply with textures, as far as I know.
