I recently made my own texture pack and i am having trouble with this black section on my stairs, i tested all the blocks and other than the normal black under the fence this is the only part messed up. Does anyone know how to fix his?
Stairs? the stairs texture comes directly from the cobblestone one, you don't make a separate one for the stairs. same for the wooden stairs. unless thats not what you mean....
What program are you using? You probably replaced all the transparency with a background color, which is a big no-no.

That's not a problem with the texture pack, that's a problem with the lighting when smooth lighting is turned off.
Basically, it's a bug in the game not something you did.

It only shows up with newly placed stairs. I suspect the game just isn't calculating the light value for stairs anymore, most likely as the result of some optimization efforts. Even with smooth lighting on, the inside of the stair blocks sometimes shows up darker than it should.
