I got paint.net and managed to make my small crude experimental pack's files.
I made sure I had a copy of all of the folders and files needed, and saved all of them in a folder.
I then used winRAR to archive it as a .zip file.
I selected it from the main menu, but when I opened it, it was the default texture pack.
What do I do?
the zip file should have all the folders in the parent directory or directly when you open you should see all folders no the folder which contains the texture files hope this helps you.
